ACDI/VOCA, a leading international development organization, based in Washington, D.C., is currently implementing a $6 million, five-year program entitled “Feed the Future Bangladesh Livestock Production for Improved Nutrition Project (LPIN)” funded by the United States Agency for International Development (USAID). Through the Livestock Production for Improved Nutrition (LPIN) project,USAID/Bangladesh seeks to impact rural household nutrition by improving the utilization of livestock products, and Food Security.
LPIN aims to increase livestock productivity through increased access to better livestock management techniques and primary animal health care services, improve access of rural households to hygienic, diverse, and quality food in order to enhance nutrition and health status, especially of women and children.
Position Summary:
The M&E Manager will be responsible for guiding the overall design and implementation of the M&E strategy and overseeing the Database (Management Plus) development in consultation with ACDI/VOCA home office M&E team. Key to this position will be management of the M&E functions that include data collection, analysis reporting and knowledge management for the purpose of learning and promoting accountability in project management. This will entail communication with all involved in M&E design and implementation. Critical to this position is setting up project M&E system and ensuring effective implementation by key stakeholders including the implementing partners. The M&E Manager will champion learning as a critical function of M&E unit through various avenues such organizing review and reflection feedback sessions with all project stakeholders, and ensuring strengthening local capacity.
  • The M&E Manager will be responsible for ensuring that monitoring and reporting of all program activities and outcomes are in place, effectively implemented and well synchronized between program locations and components. The selected candidate will also be responsible for ensuring that monitoring and evaluation systems are compatible and in compliance with both ACDI/VOCA’s corporate monitoring and evaluation systems as well as USAID guidelines and systems
  • The M&E Manager will manage and guide the technical direction of the monitoring, evaluation, reporting and learning approach and strategy in line with donor requirements and AV M&E policy. Establish M&E systems and data collection efforts in collaboration with key stakeholders to ensure a process of evidence-based learning that improves understanding while strengthening local capacity, institutional development and sustainability of livestock value chain activities.
  • Provide leadership in the implementation of LPIN PMELP Plan and collection and reporting of data as required by the donor and management staff, including ensuring that the system is reporting on required disaggregated data, and gender sensitive indicators.
  • Lead the development and maintenance of M&E operational manuals to ensure quality data collection and management for results.
  • Conduct gap analyses of workflow procedures for key M&E services; identify critical control points and preventive measures; suggest ways in which existing procedures may be streamlined or revised to enhance quality and consistency.
  • Maintain and improve program and service quality by examining compliance with required operating procedures, by monitoring the implementation of programs and services, and proposing solutions; and by collaborating with other members of management and staff to develop new programs and services, as well as new quality procedures, as required.
  • Inform the Senior Management Team ( including CoP) on a monthly basis on progress against a subset of agreed upon target indicators, and make recommendations as needed to maximize achievement of outcomes and impact;
  • Review data collected by M&E Assistants and field extension agents working within all the Intermediate Results or Strategic Objectives and ascertain the quality of the data;
  • Carry out or guide the data analysis and preparation of quarterly Operational Reports and annual Results Reports that are submitted to the donor;
  • Develop data quality standards and implement standard operating procedures to mitigate risk. Conduct periodic internal Routine Data Quality Assessments (RDQA) to assess the validity, reliability, integrity and timeliness of reported data and, where necessary, to make adjustments as per the data audit findings. Ensure accuracy and timely data reporting by working closely with partners and data enumerators by putting in place data collection and management procedures
  • Build staff capacity in controlling data quality and mitigating data risk--help staff develop data quality standards and implement standard operating procedures to mitigate risk.
  • Build capacity of staff and partners on M&E tools and analysis, data management, data analysis, basic surveying and sampling techniques, report writing techniques and requirements for ACDI/VOCA and other relevant donors
  • Prepare quality documentation and reports by analyzing and summarizing information and trends, and ensure that all donor-required, and HQ-requested, reports are completed and submitted on time, and in a technically accurate and error-free format, including quarterly reports, annual reports, and any other special reports requested by HQ or USAID.
  • Supervise database specialist and oversee the Management Plus database in SharePoint.
  • Support staff in maintaining and negotiating the ACDI/VOCA/ Capisc Database.
  • Represent ACDI/VOCA on external M&E-related working groups, task forces, conferences, publications and panels.
  • Masters degree in a pertinent field (for example: statistics, international development, Rural and urban planning or other related field)
  • Minimum of 5 years of monitoring and evaluation experience in development or food security (mainly USAID funded project) related projects.
  • Knowledge of office systems, including experience with computer applications (e.g. Access, Word, Excel, E-mail, SPSS, database management).
  • Prior experience with USAID projects, procedures, policies and reporting requirements.
  • Demonstrated experience in critical analysis of project data and in using the results of this analysis to recommend key programmatic changes.
  • Strong planning capabilities to support efficient and effective data collection related to baseline, mid-term and final evaluation surveys;
  • Strong experience in program monitoring and evaluation, most specifically the demonstrated ability to analyze data to inform program improvements.
  • Experience in managing quantitative and qualitative research and surveys by external teams to ensure organizational outcomes are achieved.
  • Demonstrated experience in statistical analysis and reporting; including experience with computer-based statistical packages and databases (Epi Info, ACCESS, STATA, SPSS, SAS, etc.), in addition to standard Microsoft packages (Excel, Word).
  • Excellent interpersonal and communication skills, both verbal and written, strong negotiation, diplomacy and team work skills.
    Fluency in English and Bangla required.
  • Experience in monitoring and evaluation, conducting focus groups and surveys is preferred.
  • Established track record of achieving results within difficult working environments in required.
  • Knowledge of office systems, including experience with computer applications (e.g Access, Work, Excel, Spreadsheets, database management) is required.
  • Excellent interpersonal and problem-solving skills.
  • Ability to work effectively in a team and/or independently under stress/pressure.
  • Minimum of 3 years of Food Security experience in development or food security (mainly USAID funded project) related projects.
  • Demonstrated experience in designing and implementing integrated food security programming in a developing country context strongly preferred.
  • Demonstrated experience in quantitative and qualitative research methods and survey design and implementation.
  • Formal training in program/project design and formulation, management and evaluation.
