Consultants required for Project Evaluation
Association for Land Reform and Development (ALRD) is looking for professional/ Independent consultants for commissioning to do the external evaluation of its 5- years project titled “Promotion and Strengthening of Access and Rights to Land and Other Natural Resources of the Poor and Marginalized Communities in Bangladesh.”
Evaluation objectives include the following:
The evaluators have to accomplish the following tasks
Providing an opportunity to learn from an independent analysis of what the project has achieved, the efficacy of approaches and what challenges remain.
Identifying the strengths, weaknesses and challenges experienced by the project;
Documenting lessons learned, best practices, intervention methods and materials worthy of replication in other similar settings;
Generating useful information that can be shared with partner agencies, examining key issues that still need to be addressed may be in the following or follow up project.
Providing additional and independent evidence that can contribute to the project completion report.
The intended users of evaluation are those individuals or groups who have a consigned interest in the evaluation results and are in a position to make decisions or take action based on the evaluation results. Users of evaluation are varied but generally fall directly or indirectly within the following categories:
ALRD staff, Executive Committee and General Body;
The partner organizations and allies;
Development partners (donors and other funders);
The duration of the Project under evaluation is July, 2011 to June 2016.
Assess the project in terms of its relevance to the overall development and implication on land at the national level; relevance to national strategies of the government.
Assess the project impact on policy reform/enforcement and capacity building of the partners and other stake holders on land, water and other natural resources.
Assess relevance and effectiveness of the project’s strategy and approaches for the achievement of the project objectives.
Assess the quality and timeliness of inputs, the reporting and monitoring system.
The evaluation will include both qualitative and quantitative data. The former will comprise at various organizational and project reports and survey data of ALRD, and as well as research reports (both by ALRD and other sources) relevant to programmatic and organizational orientations of ALRD and land governance.
Deliverables of the evaluation are as follows:
Report size: The final report should be a maximum of 30 pages (in English), excluding annexes.
Structure of the report: Structure of the report will include interalia the following:
The evaluation team should consist of 2- 3 consultants with good knowledge and pervious consultancy/ research experience in the areas of land, water and natural resources.
Experience in conducting Rights based advocacy project evaluation. Minimum of 7 years experience in development, humanitarian affairs, specially in rights based advocacy programmes.
Total duration of evaluation 12 weeks from August, 2015 to end October, 2015. Interested professionals/ researchers of research organization are requested to express/convey their formal interest to the address below by 25 June, 2015 along with their and organizational/ individual profile/ CV.
Full proposals will be requested only from the short listed individuals/ organizations based on the review of the expressed interest and CVs/ profile received.
Only the short listed organizations/ individuals will be provided with the ToR of the Evaluation by 30 June, 2015.
Full proposal for the evaluation will be invited based on the ToR from the short listed consultants.
