Position Title, Location & Contract Duration Monitoring and Evaluation Officer (1 position) for Tipping Point: Innovation and Advocacy in Addressing Underlying Causes of Child Marriage Project. Location: Based at CARE Sunamganj Field Office. The duration of the proposed contract is up to December 31, 2016.
The Monitoring and Evaluation Officer will assist in operationalising the monitoring evaluation and learning framework of the project entitled Tipping Point: Innovation and Advocacy in addressing underlying causes of child marriage under the supervision of the technical coordinator and overall guidance of the Project Manager. The three year and nine months multi-country project supported by Kendeda fund aims to address underlying causes of child marriage by leveraging from
our experience of work with adolescent and women groups using social analysis and action tools for innovations and locally tailored solutions
our experience of programming on education particularly girl’s education
our experience of working with men and boys
S/he will be responsible to assist Technical Coordinator in developing the Learning, Monitoring and Evaluation (LME) framework, conducting studies and other assessments. The incumbent will be responsible for collecting and collating data produce timely and reliable monitoring reports and prepare other reports as and when necessary. H/she will work with other staff and partners and provide technical assistance so that the M&E plans can be operationalised effectively. The other major area of responsibility is ensuring and assisting the properly and systematically documentation of project processes, experiences, learning and good practices. S/he will be assisting in preparation of timely and reliable monitoring and event-based reports. S/he will be responsible for identifying good practices, challenges in the context and contribute in promoting innovations. S/he will make field-visits and follow-up on received information regarding project experiences, learning and good practices.
II. Responsibilities and Tasks:
Responsibility # 1: Assist in implementing the monitoring evaluation and learning framework of the project

Contribute in developing monitoring, evaluation and learning framework of the project
Collect and analyse data according to the plan
Produce timely and reliable monitoring reports
Collect information and data for donor reports
Organise learning sharing events with project and partner staff
Assist in developing necessary tools and instruments
Recommend ways in which project staff can use collected monitoring information to improve their field work.
Responsibility # 2: Ensuring documentation and Knowledge Management
Assist in capturing learning, challenges and documenting change processes
Assist in promoting reflective practices and link the lessons learnt for improving quality
Assist in managing project knowledge
Facilitate various sharing events with community stakeholders, project staff and partners staff
Provide information and analytical support for producing reports and publications
Explore various illustrative ways to present monitoring data in reporting and to other staff
Responsibility # 3: Supervise and Monitor the Quality of Information
Ensure validity, reliability, timeliness and quality of all data/information
Ensure regular meeting with field and partner staff to discuss field progress and challenges
Support PNGOs in using both quantitative and qualitative approaches to collect data processing as per analysis plan
Assist technical coordinator in developing a system to preserve and store data and information and maintain the system
Responsibility # 4: Assist in conducting research and studies
Assist the project in conducting situation analysis, research and studies
Coordinate research and study related activities
Assist in developing instruments, analysis plans, and synthesis of data
Assist in disseminating study findings

IV. Working Condition:
This is a field based position with frequent visits to remote areas of Sunamganj district
Bachelors/Masters degree in Social Science/Statistics or any other relevant discipline, with theoretical and practical specialization in M&E and documentation
3 to 2 years of experiences in the field with M&E preferably in the area of child marriage/violence against women
Sound knowledge of the economic, political and social issues concerning gender relations in Bangladesh.
Additional experiences in Participatory Planning, Monitoring and Evaluation as an advantage
Good computer skills in MS Excel and SPSS,
Good report writing and analytical skills
A team player
Good skills in written and spoken English.
VI. Core Competencies:
Experience in conducting survey applying sampling techniques and a good understanding of qualitative and quantitative aspects of M&E.
Good computer skills in MS Office (in-particularly excel and Access), database management and SPSS other relevant software of data analysis.
Excellent data analysis, presentation and report writing skills.
Proficient in handling qualitative data, PM&E tools and reporting.
Have good understanding on gender & women empowerment issues.
Excellent written and verbal English communication skills.
Proven communication skills dealing with staffs, stakeholders and other counterparts.
