Concern Universal (CU), a development and emergency relief organization established in 1976, has been working in Bangladesh since 1993 with significant experience in Disaster Preparedness, risk reduction, mitigation and Response. Concern Universal has focused its programs on areas that are particularly vulnerable to disasters. As member to the last 5 rounds of DIPECHO interventions, Concern Universal has also been part of initiatives to strengthen GoB DRR structures and link these to communities. CU wants to scale-up these efforts horizontally and vertically and develop the approach aligning into the GoB model together with local government institutions. Currently CU is implementing a Resilience/DRR/DP/DIPECHO project under the 8th Action Plan for South Asia jointly with NARRI (National Alliance for Risk Reduction and Response Initiative).
Hence Concern Universal is looking for qualified and motivated individual to fill up the following positions for this project:
Qualification: Minimum Masters-level degree in Social Science/ Development Studies/ Disaster Management or relevant subject. Main Responsibilities:
Provide technical support to staff/team members on DRR/DP/Resilience, programme implementation support to partners, including programme planning, implementation and facilitation and coordination of support from other consortium partners, facilitation of review missions, and provide input to and ensure development, quality assurance and timely submission of all reports.
Ensure CU in-country multilateral disaster management coordination and liaison with key partners and stakeholders, including Ministry of Disaster Management and Relief and Local Development, and NARRI Consortium.
Responsible for the financial management of the programme, including budgeting, financial monitoring, approval of cash requests, expenditure against forecast, quality assurance of reports and support audits.
Responsible for timely completion of the programme, including facilitation of donor missions, preparation of ToR, and preparation and quality narrative reports.
Ensure synergy between the DIPECHO programme and other activities under other programmes, sharing of experiences and lessons learned.
Undertake frequent monitoring visits to the programme area and ensure close monitoring of programmes by staff/team members.
Ensure capacity building, coaching and mentoring of partners and team members.
Experience and skills:
A minimum of 10-yearsexperience in the field of disaster risk reduction and emergency response work especially rehabilitation and/or livelihood restoration.
Minimum of 5 years' experience with working humanitarian organizations in developing and post-emergency countries.
Experience of managing DIPECHO projects in the region.
DRR/DP programme management experience at international level will be an advantage.
Documented experience with applying, implementing and reporting on ECHO funded programs.
Project cycle and financial management experience is essential.
Experience of working in consortium is an asset; experience from Bangladesh or the South Asia region is an advantage.
Technical knowledge and experience in implementation with participatory methods.
Good analytical skills and very confident in situations of stress.
Experience in working with strong implementing partners.
Excellent communication, coordination, networking and facilitation skills.
Excellent reporting skill.
Fluency in English in speaking and writing
Full proficiency in Microsoft Office
