The FAO Representation in Bangladesh is inviting applications of qualified and experienced candidates for the following positions to be filled under (1) GCP/BGD/053/USA “Strengthening the Environment, Forestry and Climate Change Capacities of the Ministry of Environment and Forests and its Agencies’,’. Incumbents will be recruited as National Project Personnel/Consultant:
Position: National Consultant - Institutional Development
Under the overall supervision of the FAO Representative, the direct supervision of the Deputy FAO Representative/Project Coordinator, and in close consultation with international consultant on Institutional Development - ICID) and other members of the project team, the incumbent will be responsible for the following activities:
Ensure continuity of work during periods of the ICIDs’ contract break and work as a focal point for the Institutional Development component of the project during those periods.
Institutional Assessment
  • Assist the ICID in assessing institutional capacities within MoEF and other key Ministries to deliver sustainable country investment programs (CIPs) in environment, forestry and climate change adaptation and mitigation); assist in preparing reports and recommendations based on these assessments.
Strategy and Analysis
  • Assist the ICID in preparing appropriate strategies for institutional development in MoEF
Ministry Relationships
  • Organize meetings with senior officials and subject matter specialists on strengthening the institutional capacities within MoEF and other key Ministries to  deliver effective, coordinated, sustainable and country-driven investment programs in environmental protection, sustainable forest management and climate change adaptation and mitigation.
  • Participate in team meetings and periodic progress reviews with the International Consultant –Institutional Development
  • Assist in preparing draft outline of the institutional arrangement for an effective partnership and coordination contributing to transparent information flow, data sharing, financial responsibilities, outsourcing contracts etc.
  • Work with the ICID to prepare training materials and assist in organizing, delivering and facilitating workshops relating to institutional development, leveraging expertise in the team where necessary and if delegation of authority is provided; assist the
    ICID in finalizing reports and organizing related workshops, as scheduled.
  • Prepare briefs related to national EFCC governance structure in MoEF and GOB (specific topics and outlines of these briefs to be defined with the CTA / CTC
  • 31 August : Report on best practices and lessons learned from ministries/agencies of the GoB concerning restructuring and/or institutional change.\; based on findings, prepare KII questionnaire for MoEF target audience
  • October
    • 1 October: Draft report/outline institutional arrangement for an effective partnership and coordination contributing to transparent information flow, data sharing, financial responsibilities, outsourcing contracts etc.
    • 8 October: Submit the end of assignment report to the Chief Technical advisor. In close in Annes\x all reports above
Qualification and Experience:
  • Understand the pilot Institutional Assessment tool in identifying issues that pertain to the CIP and CCU within the MOEF, its Departments and Agencies.
  • Excellent understanding of Government of Bangladesh’ policies, procedures, structures and working environment.
  • Excellent networking through numerous ministries, particular the MoEF and those that interact with Climate Change, i.e., ERD, Ministry of Agriculture, Water Resources, Food, Gender, etc.
  • Interest and some understanding of Environment, Forestry and Climate Change issues.
  • Preferred experience in Ministry of Finance, Planning, Public Administration or MoEF.
  • Master’s degree in Public Administration or related discipline with knowledge and experience on natural science.
  • Proven skill in information analysis and report writing.
  • Computer literate in Microsoft Office
  • Team player and affinity for collaborative work highly desirable.
Language : Proficiency in English as well as Bangla
Duration : 1 year (with possibility of extension)
Duty station : Dhaka
