National Finance and Administrative Associate
Under the general supervision of the budget holder (FAOR, Bangladesh), the direct supervision of International Operations Officer in close cooperation with Chief Technical Advisor, NPC, Project Staff, FAO colleagues, and relevant government counterparts, the incumbent will perform following duties and responsibilities
  • Maintain up-to-date and accurate administrative records to the project and use these records as the basis for preparing quarterly and annual reports for submission to FAO
  • Maintenance of the filing system ensuring safekeeping of confidential materials:
  • Answer to inquiries related to administrative and operational issues raised from the project staff;
Finance and Budget monitoring
  • Maintenance and reporting of shadow budget to the supervisor:
  • Monitor the project budget utilization and level of expenditure through IMIS (Integrated Management Information System) software;
  • Assist in the preparation of budget revision;
  • Arrange Cash advance against project related financial activities like field training/workshop/ meeting etc.
  • Review/check the relevant documents of all training, workshop & meeting related adjustments (cash advance) voucher;
  • Maintenance Cash advance (CA) status & follow up their adjustments in a timely manner;
  • Process payment status against FAO’s commitments, i.e. Letter of Agreement (LoA), Contracts (MoU) etc.;
  • Operate and report on the petty cash expenses to support day-to-day operation activities;
  • Examine and process a variety of payment/reimbursement/ disbursement vouchers for various vendor payments;
  • Prepared various payment requests by DV (Disbursement voucher) and en sure accuracy of coding in line with FAO regulation/ chart of accounts with clear supporting documentation;
Logistical Support
  • Provide logistical and administrative support to conferences, workshops, retreats, etc.
  • Assist in official domestic and international travel of all staff, Government Officers and other relevant parties, which include transportation arrangement, hotel reservations, preparation of travel authorizations, identity cards and other documents
  • Arrangement of vehicle transportation, regular vehicle maintenance and insurance;
  • Assist in preparing procurement plan on a quarterly basis;
  • Support to Programme on procurement processes including preparation of RFQs, ITBs,l RFPs or other necessary documents and information;
  • Using GRMS (Global Resource Management Systems) software for create PR (Purchase Requisition) for any type of procurement;
  • Monitor the procurement process and provide necessary assistance to facilitate the timely delivery of service and goods;
  • Provide necessary information and assistance for the procurement which is conducted by the government counterpart
  • Provide necessary training to the project staff, partner NGOs, etc. on FAO rules and regulations on finance, procurement, and other finance and administration related matters;
  • Undertake any other tasks assigned by the Supervisor within the assigned area of responsibility
Qualification and Experience:
  • University Degree in Business Administration, Finance, Accounting, or a relevant field. 
  • Complemented with training in business administration and/or accountancy qualification with computer literacy
  • Minimum 5 years of experience in finance and administration
  • Preferably previous experience with UN agencies’ projects. 
  • Fluency (level C) in English and Bangla (written and spoken).
  • Ability to write English in a concise and logical manner required. 
  • Proficiency in computer package (e.g. MS Office) especially MS word and Excel
  • Ability to work efficiently and accurately 
  • Ability to work as a part of a team with the people from different cultural backgrounds
Language : Proficiency in English as well as Bangla
Duration : 1 year (with possibility of extension)
Duty station : Dhaka
