Request for Proposal (RFP): ICS Sustainability Assessment
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an International cooperation enterprise owned by the Government of the Federal Republic of Germany for sustainable development with worldwide operations.
Energising Development (EnDev) is an impact-oriented initiative between the Netherlands, Germany, Norway, Australia, the United Kingdom and Switzerland with the aim of supplying poorer households, social institutions and small and medium enterprises in developing countries with modern energy services. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) acts as lead agency for the implementation of the Energising Development Programme. By the year 2015, up to eleven million people are to be supplied with energy in a sustainable manner.
Bangladesh is one of the countries in which EnDev operates. By 2014 over 2,000,000 people have been provided with access to energy-efficient cooking stoves. With the use of such stoves, households spare firewood and are not exposed to the harmful smoke of the traditional stoves. On the supply side, producers benefit from increased income through the sale of energy-efficient stoves. The EnDev approach focuses on the development of sustainable markets, i.e. the market must support itself, even after the end of the intervention and withdrawal of EnDev (phasing out).
GIZ calls for proposals from interested and highly experienced organizations for a study on sustainability aspects of the project “Market Development of improved cook stoves in Bangladesh” using the HERA Sustainability Assessment. The main objective of this study is to assess, where the market stands and which steps need to be taken in order to strengthen it further. If necessary the consultant will derive recommendations for the adaptation of the HERA sustainability assessment and concerning project implementation of EnDev. A second objective of the study is to apply the SE4ALL global tracking framework for stoves and numerically qualify energy access in the sampled beneficiary households/regions.
It is imperative that the organization itself is a legal entity and entitled to transact a contract. Being so, interested parties shall proof their legal existence and legal entity status (display of type of organization and lead executing agency, organizational profile). Furthermore, interested organizations shall submit a summary of thematic related work experience and a project showreel (project specifics, project areas, implemented budget, respective funding agencies, CVs of assigned staff when volitional).

The RFP with all required documents should be submitted latest on June 25, 2015 in sealed envelope within the stated deadline to the reception desk of GIZ Office Dhaka, Road 90, House 10/C, Gulshan 2, Dhaka 1212. The envelopes shall be addressed to “GIZ Contracts Division” and bear the remark “RFP forICS Sustainability Assessment”.
