Facilitation on Refreshers Training on Disaster Risk (DRR) Reduction and Climate Change Adaptation (CCA) for Community Leaders
Islamic Relief, Bangladesh (IRB) is implementing a comprehensive and integrated programme in the southwest coastal areas as well as in the haor basin to increase the resilience of the vulnerable communities against a changing and uncertain climate. In this particular programme Climate Change Adaptation (CCA) and Disaster Risk Reduction (DRR) and poverty reduction are strongly integrated in terms of activities and quest of knowledge. IRB is implementing a project titled “Enhancing Climate Change Adaptation and Disaster Resilience in Bangladesh” through support from DFID and Islamic Relief, UK through the UK Aid Match Fund scheme in five Upazillas (Sub-district) in Bangladesh. The project is being implemented across 4 districts and 5 upazillas (Sub-district). Through programmes in IRB, the community will be armed with the knowledge and capacity to reduce their vulnerability to climate change and natural disasters in the future.
Past experiences of disaster and the hazardous environment in which they live have shaped the way in which communities and individuals are responding to risks: the population is characterized by a low level of resilience to disaster, a consequence not only of the huge damage done through years of being exposed to disasters, but also in part due to the lack of Knowledge (indigenous or otherwise) on resilience issues. Furthermore, climate change is posing problems in the form of changes in weather patterns, erratic rainfall, increase in sea level and increases in the level of salinity in soil and water. IRB projects aim to build capacity of communities to be ready for the impact of climate change and disasters.
About the training
In the last year training of trainers (ToT) has been provided to the selected community leaders including School Management Committee (SMC) members, selected Union Disaster Management Committee members, participants from the District level, Upazilla level on Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) following a finalized schedule for three days.At present refreshers training is required for the same participants at 5 upazilas (Koyra - Khulna, Syamnagar - Satkhira, Rangabali & Galachipa – Patuakhali and Sulla – Sunamganj).
Duration of the trainings: 2 days
Objective of the training:
Recap knowledge of participants received during the ToT.
Build knowledge of participants on the basic science and concepts on: (a) climate change, impacts, adaptation and mitigation; and (b) hazards, disasters, risk reduction, preparedness and mitigation.
Build knowledge of vulnerability and impacts of climate change and disasters on community, women, children, persons with disability, aged and marginalized groups.
Raise awareness on climate change adaptation options and disaster risk reduction activities at the household level and community level.
Orientation on policies, plans and laws on climate change (UNFCCC, BCCSAP), disaster management (HFA, SOD, Disaster Management Policy), other related issues (water, women) and available funding institutions (LDRRF, Climate Change Trust Fund, Annual Development Plan).
Orientation on participation and inclusion of community, women, children, persons with disability, aged and marginalized groups in climate change adaptation options.
Objectives of assignment
The consultant is expected to develop a training schedule with facilitator’s hand out for the participants.
Based on the Schedule and facilitator’s hand out, the consultant will then facilitate trainings at the 5 upazillas. Selection of participants and all arrangements for the trainings will be made by Islamic Relief Bangladesh, in consultation with consultant.

The assignment should be completed by 30 working days but before end of July 2015.
Development of training schedule and facilitator’s handout with feedback: 1 weeks
Facilitation of trainings: 3 weeks
Report writing: within 3days after completion of the training
Applicants are requested to submit a detailed budget with breakdown. Please note, food and accommodation will be covered by IR,B and applicants are requested to cover transportation costs.
Postgraduate degree in disciplines related to development
Certificate or degree in disaster management, climate change
At least 10 years experience in the field of DRR and CCA
Extensive experience in conducting trainings for community and local government.
Experience in developing training modules.
Experience in successfully using participatory tools and methods in training.
Strong understanding of climate change adaptation and disaster risk reduction in Bangladesh.
