Terms of Reference
Facilitation on Training of Disaster Management Act 2012 and Standing Orders on Disaster (SOD), Community Risk Assessment (CRA) and Risk Reduction Action Plan (RRAP) for UP Secretaries and Union Information Entrepreneurs.
Past experiences of disaster and the hazardous environment in which they live have shaped the way in which communities and individuals are responding to risks: the population is characterized by a low level of resilience to disaster, a consequence not only of the huge damage done through years of being exposed to disasters, but also in part due to the lack of Knowledge (indigenous or otherwise) on resilience issues. Furthermore, climate change is posing problems in the form of changes in weather patterns, erratic rainfall, increase in sea level and increases in the level of salinity in soil and water. IRB projects aim to build capacity of communities to be ready for the impact of climate change and disasters.
About the training
The training is aimed to capacity building and increasing the understanding on Disaster Management Act 2012, Standing Orders on Disaster (SOD), Community Risk Assessment (CRA) and Risk Reduction Action Plan (RRAP) of Union Parishad (UP) Secretaries and Union Information Entrepreneurs of selected unions at Upazila level (sub-district). (Koyra - Khulna, Syamnagar - Satkhira, Galachipa – Patuakhali and Sulla – Sunamganj).
The trainings will be designed in a way that the participants can use the knowledge of DM Act, SOD, CRA and RRAP in incorporating DRR and CCA issues considering the learning in the union development plan / local budget and can actively participate in developmental process. Duration of the trainings: 3 days Objective of the training:
Orientation of the participants with DM Act 2012, SOD, CRA and RRAP in line with DRR and CCA.
Build knowledge and understanding the importance of CRA and RRAP in development process
Application of DM Act, SOD and its’ importance in responding, recovery and preparedness of Disaster.
To make them capable on how to incorporate RRAP into the development plan.
Objectives of assignment
The consultant is expected to develop a training schedule, with facilitator’s handout.
Based on the Schedule and facilitator’s handout, the consultant will then facilitate trainings at the 4 Upazilas (Koyra - Khulna, Syamnagar - Satkhira, Galachipa – Patuakhali and Sulla – Sunamganj).
Participants will be selected from unions (Union Parishad Secretaries, Union Information Entrepreneurs). Selection of participants and all arrangements for the trainings will be made by Islamic Relief Bangladesh, in consultation with consultant.

The assignment should be completed by 30 working days but before end of August 2015.
Development of training schedule and facilitator’s handout with feedback: 1 weeks
Facilitation of trainings: 3 weeks
Report writing: within 3days after completion of the training
Applicants are requested to submit a detailed budget with breakdown. Please note, food and accommodation will be covered by IR,B and applicants are requested to cover transportation costs.
Postgraduate degree in disciplines related to development
Certificate or degree in disaster management, climate change
At least 10 years experience in the field of DRR/development activities
Extensive experience in conducting trainings for local government Officials/representatives.
Experience in developing training modules.
Experience in successfully using participatory tools and methods in training.
Strong understanding of disaster management act, SoD, CRA, RRAP, climate change adaptation and disaster risk reduction in Bangladesh.
