Consultant/expert for Electoral Support Assessment
Social Impact (SI) a Washington DC-area international development management consulting firm, is implementing the Bangladesh Democracy and Governance Program Evaluation (BDGPE) project funded by USAID/Bangladesh, whose objective is to provide assessment and evaluation services for the Office of Democracy and Governance (ODG) including democracy and governance sector assessments. As part of the assignments BDGPE is going to carry out a final performance evaluation of the Bangladesh Elections Support Activities (BESA) program. This performance evaluation will closely follow the approach and methods outlined in USAID’s most recent Evaluation Policy documents and will employ formats and reporting templates developed by SI.
SI is seeking a Bangladeshi consultant to serve as Team Member for the evaluation of the Bangladesh Elections Support Activities (BESA) implemented by the Consortium for Elections and Political Process Strengthening (CEPPS) made up of the International Foundation for Elections Systems (IFES), National Democratic Institute (NDI), and the International Republican Institute (IRI). The evaluation will be conducted in July- August, 2015.
The Team Member will work under the direction of an international consultant (Team Leader). The Team Member will be responsible for in-country data collection, analysis and report drafting. It is expected that this position will require up to 30 days of LOE, of which about 20 days will be in the field. Responsibilities:
Under the direction of the Team Leader, carry out preparation work prior to data collection activities, and provide inputs into the data collection methodology, following USAID Evaluation Policy guidelines;
Support the Team Leader in the preparation of the evaluation Work Plan and technical annexes in Word, following the template provided by SI;
Under the direction of the Team Leader, identify, collect and analyze documentary sources (BESA program documents, academic and policy research, GoB reports; reports by USAID and other donor program; surveys and assessments, etc.);
Under the direction of the Team Leader, conduct data collection in Dhaka and other sites in Bangladesh, to be determined in consultation with SI and USAID;
Take detailed field notes from KIIs, FGDs and other data collection activities analysis of data, for submission to SI in Word format;
Organize and facilitate FGDs and group interviews with BESA stakeholders and report on findings;
Under the direction of the Team Leader, draft inputs for sections of the report and the required appendices; and
Respond to SI and USAID comments, and draft inputs for a final report for submission to USAID.
This position requires a Mid-level Evaluation Specialist with knowledge in different research methodologies and at least six (6) years of practical experience in research or program evaluation in the Election management/reform in Bangladesh;
Graduate qualifications in Political Science from a recognized university; and/or graduate qualifications in a related field;
Specific technical experience in the field of elections and election support programs in developing countries, whether through primary research, policy analysis, program design and management, program evaluation, or sector assessments.
Publications in the field of elections, election system reform or related fields, including assessment and evaluation reports, policy briefs, or academic research (articles, conference papers, books).
Practical experience in qualitative methodologies, in particular facilitation of FGDs and group interviews;
Ability to liaise with high level government officials, experts, academics, civil society and private sector leaders, etc.; exceptional organizational and communications skills;and willing to travel across Bangladesh.
