SOLIDARITÉS INTERNATIONAL is currently looking for an energetic and dedicated person for the following position in its Dhaka Liaison office.

Country Director Assistant/ Government Relations and Communication Manager
Start: July, 2015
Affectation: Dhaka- Bangladesh
I. Responsibilities and description of tasks:
The Country Director Assistant/ Government Relations and Communication Manager is in charge of the official communication with NGOAB and Ministries and on ad hoc basis with local authorities. The CD Assistant is responsible for the political, humanitarian and security context follow up and analysis. He is in charge of developing an internal and external communication strategy and related tools for the mission. In addition, the CD Assistant provides support upon request to the Country Director (CD) for external representation when needed.
Specifically, the main tasks includes but not limited to the followings:
Liaison with the authorities:
  • Ensure good relationships with NGO AB and other relevant Ministries
  • Prepare and compile the different parts of FD-6 or any other forms in collaboration with Program and Administration departments.  Make sure  the translation is done correctly, follow-up  and monitor the submission and approval process from the NGO AB and other relevant Ministries;
  • Prepare and process any revision on the FD6 or any other form. 
  • Follow all the pending files with the NGO AB and Ministry
  • Prepare and submit the FD9 for each expatriate
  • Follow the evolution of the general legal framework for NGO in Bangladesh
  • Present the project to the relevant Ministry for FD6 approval
  • File and archive documents related to FD6
Context / Security follow up and Analysis
  • Establish and maintain informal relations and a network of contacts permitting the collection of information, and the monitoring and analysis of the political, security and geo-political contexts in the countries and areas of intervention
  • Monitor and Analyze contextual, security and geopolitical information and prepare :
    • review media and other relevant sources of information, analysis and update
    • On a weekly basis a press briefing for the CD
    • On a monthly basis a context analysis
    • The Bangladesh context review yearly update
    • A briefing document for each new expatriate or manager
    • Any contextual information gathering and analysis as per the CD needs
  • Flag key security, political and humanitarian issues to the CD whenever the information is released in the media or from any other sources
Programs / humanitarian watch / coordination
  • Research and collect any useful information and data relating to the strategic/funding development and positioning of Solidarités International in Bangladesh
  • Maintain the monitoring board for contractual obligations relating to each program
  • Prepare the minutes of meetings the CD attends
  • Provide substantive advice to the project managers/ program coordination/Field coordinator on any topics related to community conflict management and relation with authorities
  • Prepare guidance in coordination with CD for field staff regarding communication with authorities, protection monitoring and preventing community conflicts.
  • File and archive documents related to the CD’s responsibilities
  • Propose, update and implement an external communication strategy and operational plan for the Bangladesh mission
  • Monitor, advise & assist coordination and bases on communication/representation strategy toward administrative and political authorities
  • Prepare all documentations related to general presentation of the mission
  • Develop external communication as relevant for the mission (presentation flyers, mission and program updated Word presentation, visibility material…)
  • In link with HQ, ensure that the website is up to date regarding Bangladesh program as well as the weekly SI HQ newsletter updated with key info about the mission
  • Organize external visibility workshop and mission events
  • Participate or accompany the CD at meetings for humanitarian coordination / security;
  • Liaison and Communication as delegated by the CD to meet with Ministries, aid workers, administrative authorities, local politicians, civil society and the media
  • In link with the CD and Field Coordinators, propose a communication strategy with the local authorities for each operational base.
II. Qualification:  
  • Minimum Masters Degree preferably in public relations and/or law
  • Minimum of 3 years professional experience in INGO environment with 2 years in a similar position;
  • Understanding of humanitarian issues and the cultural, socio-economic and political realities of Asia Pacific & Bangladesh
  • Understanding of economic, humanitarian & social development in the context of international development 
III. Core Competencies: 
  • Excellent presentation, communication and analytical skills
  • Knowledge of network building and developing
  • Quality for developing higher level partnership through raising profile of the organization 
  • Interested in / concerned by humanitarian issues
  • Ability to negotiate in a complex environment
  • Technical expertise in public relation & advocacy
  • Computer skills: Microsoft Office Word, Excel and Outlook.
  • Excellent verbal and written communication skills in both Bangla and English
Other key competencies:
  • Good interpersonal skills, Experience of working with colleagues/partners at a distance 
  • Knowledge of emergency response to disasters and WASH areas are highly appreciated
  • Adaptability / Flexibility, Autonomy, Honesty and integrity
IV. Hierarchical relationships:
Country director Assistant works under the direct responsibility of Country Director.
V. Salary and benefits: according to SI Salary grid and applicants experience.
