ACTION CONTRE LA FAIM (ACF) is a Humanitarian, non-Governmental, non-political, neutral and non-profit international organisation (INGO) that was created in France in 1979 to deliver aid in countries throughout the world. Since 2007, ACF has been providing assistance to vulnerable populations in Bangladesh in the medical, nutrition, mental health, food security, and water and sanitation fields.
ACF is looking for qualified candidate for the position of:
FIELD CO-ORDINATOR
Job Location:Satkhira (with field visits as and when required)
Number of position:1 (National)
Duration of the contract:One Year (with high possibility of extension)
Starting date:15 /09/2015
Reporting to:Country Director
1. GENERAL ASSIGNMENT: To coordinate ACF intervention at field level
Mission 1: Coordinate ACF country strategy implementation at field level 
The Field Coordinator is responsible for:
  • contributing to the design and update of the country strategy by providing field inputs to Country Director;
  • the implementation of the country strategy at field level in collaboration with Head of  Departments from capital  and  Managers from field;
  • Ensuring the setup of the base as per need.
Mission 2: Coordinate overall implementation of program at field level 
The Field Coordinator is responsible for:
  • supervising and monitoring the implementation of regular programs at field level;
  • facilitating the new project’s conception in collaboration with Head of Technical Department and Program managers;
  • supervising the work of the support services at field level, in collaboration with Head of Support Department;
  • ensuring the synergy between Technical and Support services at field level;
  • ensuring the implementation of recommendations from ACF high / middle level management resulting from internal audit, experts’ field visits;
  • to ensure field level inputs in the writing process of project proposals to reflect field context, needs, HR and material resources.
Mission 3: Manage the team at field level 
The Field Coordinator is responsible for:
  • managing the team at the field level according to management lines;
  • direct supervision of all direct reports and carry out their appraisals;
  • recruitment of direct reports (for expatriates upon request of Country Director);
  • ensure PMs getting required technical support from the Head of Departments;
  • ensure base meetings are organized regularly;
  • monitoring the social climate at field level and report to Country Director in case of social issues;
  • the overall management of training needs at field level;
  • promoting the commitment to ACF Charter and prevention of frauds and power abuses and inform the Country Director in case of frauds or power abuses
Mission 4: facilitate good relationships with the coordination team
The Field Coordinator is responsible for:
  • ensure regular collaboration between field team and coordination team
  • Update of the coordination team on program implementation
  • Proactively refer to the coordination team for any matter that could jeopardize the programs, the funding or the security of staff and premises
  • Ensure field teams proactively expresses relevant demands of support to coordination team in order to maximize operational efficiency and impact
  • Generally speaking, be a facilitator between the field and the capital
  • Pilot the follow-up on technical and support departments’ recommendations
Mission 5: Represent ACF and liaise with regional authorities, UN, NGOs at field and regional level 
The Field Coordinator is responsible for:
  • monitoring and supervising the overall partnerships relations at field level
  • participating in the humanitarian coordination activities at field or regional level in rotation with the Country Director
  • Facilitate local NGO assessments in coordination with the liaison team
  • be the focal person for all relevant stakeholders on behalf of ACF at local level
  • To attend relevant seminars, meetings, workshops on humanitarian/relevant issues to represent ACF at local level
Mission 6: Ensure reporting and communication 
The Field Coordinator is responsible for:
  • lead the donors report writing process at field level in collaboration with reporting manager
  • write monthly sit-reps
  • ensure APR are prepared and sent on time by PMs
  • to prepare reports based on GoB regulations of ad hoc local authorities request
  • providing the Country Director with all relevant reporting documents requested from the field in collaboration with Program Managers
  • the overall implementation of best communication practices at field level
Mission 7: Security 
The Field Coordinator is responsible for:
  • monitoring the security environment (networking, collecting and analysis of information..)
  • maintenance of an effective network, with local input, on contextual and security matters, collection  and analysis of information to establish the risk and context analysis
  • validating the local security plan written by the Logistics Manager and transmit to the Logistics HoD
  • briefing of ACF team on local context and security
  • ensuring the application of security procedures when alerted by the Logistics Manager
  • managing any security incidents at base level and report to the Country Director
  • actively participate to audits and ensure the implementation of recommendations
Mission 8: Portfolio management
The Field Coordinator is responsible for:
  • opening/re- opening of new offices in the base and adjacent area
  • Proactively assess and inform management about the needs of and opportunities in the base area
  • ensure sustainable presence in the base and adjacent areas when clear needs or mandate of ACF remain
  • plan and implement exit processes from working areas, as needed
Relations
Internal
  • Hierarchical Management of the field based team
  • Collaboration with the Head of Departments
  • Managed by the Country Director
External
  • Representation and active participation at the various local/regional coordination bodies 
  • Representation and communication with the relevant authorities and donors
3. DEGREE AND SKILLS REQUIRED:
  • Masters in Social Sciences / Development Studies / Management or other relevant field.
  • Preferable 8 to 10 years working experience in I/NGOs or development sector with at least 4 / 5 years’ experience in Senior Management Level with strong knowledge on Project / Program activity.
  • Other Competency: Strategic thinking-Analytical skills-Negotiation & Conflict management expertise-Dynamic and Solution Oriented – Pro-active and decision making ability- Experience to lead and manage Team with a focus to the capacity building of team members-Problem solving-Communication-Interpersonal skills-Adaptability-Attention to detail- Capacity to analyse and have a global approach – Experience in humanitarian field – Computer skills – highly proficient in English language(written & oral).
4)  COMPENSATION PACKAGE: 
  • Monthly Salary : 151,143 BDT
  • Other benefits: As per ACF policy
