Director- Project Management, Developing Midwives Project
To develop competent and compassionate midwives to improve the maternal and neonatal health in Bangladesh, BRAC University has been implementing the Diploma in Midwifery Education Programme under Developing Midwives Project at seven Academic Centres in hard-to-reach and underserved areas across the country since 2013. The programme is being implemented in partnership with six local NGOs with financial support from the UK government.
Job profile:
Director- Project Management will lead the day to day implementation of the project, and will ensure that activities are carried out in a way that improves operational systems, processes and policies in support of project outputs. The Director PM will drive operational excellence of the project.    
Key responsibilities:
  • Lead and manage the Project Management Team (PMT) and administrative support staff deployed to Academic Sites;
  • Oversee the work of the Academic Sites and ensure that the Secretariat provides efficient and effective operational support to the Academic Sites (appropriate academic environment, finance, logistics, HR and administrative support);
  • Ensure proper maintenance of infrastructural facilities for the project;
  • Ensure necessary measures are in place for security and safety of the students and the teachers while undertaking the Diploma Programme;
  • Ensure effective administrative and logistics support is in place for activities such as student enrolment, teacher and student training, monitoring, research and communication work etc. as envisioned in the scope of the project;
  • Ensure capacity building of the Secretariat and Academic Sites especially in terms of financial and grants management, fiduciary risk management, procurement, and asset management;
  • Ensure timely execution and follow up on organisational capacity assessments of all seven Academic Sites;
  • Contribute to the development and management of the budget in coordination with the Interim Chair/Chair;
  • Ensure internal and external audit plans are in place and effective audits are carried out and findings followed up;
  • Ensure robust, efficient procurement processes are established and adhered to;
  • Ensure robust financial procedures are established and adhered to at Secretariat and Academic Sites;
  • Ensure a robust control framework including fiduciary risk management is in place and adhered to across the project;
  • Ensure regular monitoring in terms of management issues and their proper and timely reporting to the Monitoring, Evaluation and Communication Team (MECT);
  • Contribute to the preparation of quarterly progress reports and help to set up reporting mechanism internally and externally for the project;
  • Maintain liaison with relevant national agencies with regard to registrations/approvals and with BRAC University’s Registrar’s office and other departments;
  • Organise and follow up on meetings of various project related committees;
  • Ensure timely reporting to MECT for preparing quarterly and other reports;
  • Work with the Communications team for deployment of the graduate midwives and other advocacy activities;
  • Support the Interim Chair/Chair in any other matter.
  • Reports to: Interim Chair/Chair
  • Responsible for: Project Implementation Specialist, Finance Manager, Administration Officer; and oversight of BRAC University administrative and support staff deployed to Academic sites.
  • Should have expertise in public health, masters degree in Management/MBA/Social Science with at least 12 years of senior level experience in project leadership and operations management, including financial and risk management.
  • Must have familiarity with systems and processes of university education, and should be a team player.
  • Must be able to work under pressure and ready to travel frequently to Academic Sites.
  • Should be an excellent communicator, have excellent interpersonal skills and collaborative management style.
