Position Title, Location & Contract Duration
Coordinator- Agriculture and Value Chain (01 position) for Extreme Rural Poverty Program
Location: CARE Bangladesh Headquarter, Dhaka.
The duration of the proposed contract is up to August, 2018.
I.          Job Summary:  
The post-holder is responsible for leading the development and evolution of agriculture and value chain work of CARE Bangladesh through:
  • providing strategic guidance and management oversight to the current teams, projects and initiatives grouped in this portfolio and also advise projects with a VC component that are not directly related
  • identification and development of new initiatives & projects contributing to program impact, in collaboration with Program Development Unit
  • leading and managing strategic partnerships related to this sector
  • close coordination and collaboration with all program teams within CARE Bangladesh to ensure learning, and maximize country program cohesion and effectiveness
  • representing related projects and initiatives to donors, government and other stakeholders
  • staff and project management as required
  • providing inputs in strategic decision making process as a member of the Program Leadership Team

II.        Responsibilities and Tasks:

Responsibility # 1: Program Leadership, Design and Development
25%
  • Work as the technical and program lead on AG/VC in Country office
  • Identify gaps for potential projects/initiatives etc to contribute to implementation and impact
  • Collaborate with Program Development and Quality units to design new initiatives and prepare quality proposals to support implementation of VC initiatives
  • Contribute to design of initiatives that may fall under another colleague where there is a significant VC component, given the strategic and cross-cutting nature of this work
  • Lead development of CO sector strategy for ag/VC work and engage all relevant stakeholders in development and review process

Responsibility # 2: Coordination and oversight of project/initiative management
25%
  • Oversees management of projects and other initiatives (and where appropriate start-up)  within the Impact Statement portfolio, supporting project managers to develop and implement effective strategies and operational plans, ensuring timely activity and budget implementation
  • Responsible for management of donor contracts within the portfolio, including ensuring quality and timely reporting to donors and other liaison as needed
  • Responsible for ensuring clear and timely communication to other relevant stakeholders (e.g., Government, CARE International members) on specific contracts and on the overall program
  • Oversees financial management of projects and other initiatives within the portfolio, including managing development and approval of project and budget change frames as necessary
  • Supports project/initiative managers to manage implementation in line with appropriate quality standards, including ensuring technical support needs are identified and addressed
  • Ensures robust monitoring and evaluation at project/initiative level, in line with CARE Bangladesh and stakeholder frameworks and requirements
  • Provide guidance and support to each team to ensure that strategies and activities are in line with CARE Bangladesh impact population based program design, strategies and objectives
  • Provide guidance and oversight to teams to generate, document and disseminate information, learning and evidence relevant inside and outside CARE Bangladesh
  • Works closely with managers of other projects/initiatives (non-direct reports) for Impact statement objectives, to ensure coherence of approach, coordination of activities, and achievement of objectives

Responsibility # 3: Staff Management
20%
  • Designs and ensures appropriate team structure and composition for effective project management and progress towards impact statement objectives in line with available resources
  • Leads recruitment of project manager and similar positions within portfolio, supports project/initiative managers in recruiting team members
  • Manages all aspects of performance of direct reports
  • Manages development of direct reports and team members, through identifying and addressing relevant skills building needs and enabling opportunities for individual growth

Responsibility # 4: Evidence, learning and partnership
20%
  • In collaboration with Program Quality team, ensure robust impact outcome and impact measurement system and collect evidence of change against the pathways described in the Impact Statement results
  • Coordinate closely with relevant team leaders (Impact Statement Directors, CoPs) to ensure consistency, cross-learning and cohesion between programs and large initiatives
  • Identify and build strategic partnerships in line with strategies and pathways, in collaboration with relevant teams, including partnerships for advocacy with external stakeholders

Responsibility # 5: Advocacy and Representation
10%
  • Lead representation and communication of impact statement and program internally, and externally as required, including with donors and Government stakeholders
  • Lead advocacy initiatives in this area


III.          Reporting:  
Reports to Director, Extreme Rural Poverty Program

IV.          Working Condition:  
Based at CARE Bangladesh Headquarter, with extensive (upto 50%) travel as required.

V.          Qualification:  
  • Masters degree in relevant area desirable
  • 8-10 years experience. Should have with 5 years progressively senior professional experience in Value Chain or related work and 5 years management experience
  • Demonstrated strong people management skills
  • Experience in donor liaison, reporting and representation
  • Strong financial planning and management skills, including experience of managing multi-year grants and knowledge of donor compliance requirements
  • Demonstrated understanding of monitoring and evaluation
  • Experience in enabling knowledge management and learning within a program or organization
  • Experience of developing strategic partnerships at national and local level (GoB, NGOs, development partners, social movements etc)
  • Experience of program design and development desirable
  • Computer skill on MS word and Excel
VI.          Core Competencies:  
  • Excellent verbal and written communication skills in English and Bengali
  • Strong team leadership, able to build relationships between teams
  • Demonstrated experience in leading strategic and operational planning
  • Pro-active and participatory decision-making and problem-solving
  • Good conceptual understanding of development strategies and approaches
  • Stress tolerance and positive coping strategies

CARE is looking for aCoordinator- Agriculture and Value Chain who will play a key role in the leadership of the Extreme Rural Poverty Program whilst at the same time building a learning culture that promotes knowledge sharing across CARE and excellence. 
Compensation
Monthly gross salary is Taka 1,41,800 plus other admissible benefits as per CARE policy. Salary is negotiable for highly qualified candidates.
