Project Summary:
CARE-GSK CHW Initiative Project is currently being implemented in 50 remote unions of Sunamganj district with a public-private partnership approach to strengthen the community health system addressing the shortage and unequal distribution of qualified health workers and a surplus of untrained and informal providers contributes to poor quality and limited access to Maternal Newborn and Child Health (MNCH) services.  Over the last two and half years, CARE Bangladesh has developed 168 Private Community Based Skilled Birth Attendants (P-CSBA), established 185 Community Support System and make them functioning, trained 2112 Community health Workers and mobilize 50 Local Government bodies and Health & Family Planning Department of Sunamganj.  CARE has built the capacity of 3100 members of Community Support Groups to act on their own behalf and strengthen their relationships with local government and the existing health system to improve access to essential maternal, child and neonatal health services. Till now the P-CSBAs has provided 60,604 antenatal care, 6,697 skilled delivery care, 27,721 postnatal care, 24,225 essential newborn care, 5,349 IMCI services and referred 1,657 complicated cases.
Position Title, Location & Contract Duration:
Program Manager - Capacity Building and Quality Improvement for CARE-GSK CHW Initiative Project (01 Position, based atCARE Bangladesh Headquarters). The duration of the proposed contract is up to November 30, 2015.
I.             Job Summary:  
Program Manager - Capacity Building and Quality Improvement will be an integral part of the CARE-GSK CHW Initiative team and will work closely with the other members of the project, particularly the District and upazila based project staff to ensure the timely and effective implementation of the project’s interventions to support scaling up and quality of critical MNCH/FP/N services in the project covered areas. The main responsibility of the Program Manager - Capacity Building and Quality Improvement is to provide programmatic and technical support for the capacity building & quality improvement component of CARE-GSK CHW Initiative at the national and district levels. S/he will responsible for identifying, contracting different training institute and implementing different technical and non technical training through the identified organization. S/he will also responsible for organize, support and supervise all technical training for the Community based Private Skilled Birth Attendants (P-CSBAs), Community Health Workers (CHW), Community Support System (CmSS)/CG, Local Government, MOHFW and project technical staffs regarding MNCH in collaboration with DGHS, DGFP, BNC and OGSB. S/he introduction of quality improvement interventions especially for the P-CSBAs in Sunamganj districts. S/he will work as a team with TC-Training and QoC for implementation of QI process and will contribute to developing QA tools and adapting them to the context in hard to reach areas. The incumbent will also be the part of team for continuous assess the quality of the services provided by the P-CSBA, identify the gaps, make plan for improvement involving the FT-Midwife and relevant GoB staffs.S/he will closely work with M&E Team for different qualitative and quantitative analysis, compare, analyze and interpret the report. S/he will assist the district and upazila team for quality implementation of maternal and newborn death review in Sunamganj. S/he will also ensure effective coordination and networking with MOHFW, DGHS, DGFP, Professional bodies, UN, development partners and NGOs for developing different win-win collaboration to bring synergistic effect to the project. S/he also participating in different workshop, meeting at national and district level for sharing the learning and best practices of the project for wider replication. Finally, s/he needs to undertake regular field visit in project area and also participating in preparing detail plan for project/ annual Operation Plan, Annual project budget.
II.           Responsibilities and Tasks:  
Responsibility # 1: Facilitate capacity building activities for Private Community based Skilled Birth Attendants (P-CSBA) of the CARE-GSK CHW Initiative.30%
  • Develop TOR, facilitate procurement, selection process and finalizing the contract with appropriate training institute to conduct 6 (six) month long training for P-CSBA.
  • Coordinate with training institute to identify nearest and qualified training center to conduct the training.
  • Work closely with the training coordinator and trainers to ensure the quality accommodation, food and teaching environment.
  • Develop linkage and coordinate with IMCI section of DGHS for organizing TOT and training on C-IMCI for the PCSBAs.
  • Coordinate with CCSDP/MCH unit of DGFP to organize TOT and training on PPFP/Inject able contraceptive for P-CSBA.
  • Mobilize IPHN of DGHS and CARE nutrition unit for organizing training on nutrition for PCSBA and ensure follow up logistic support to organize GMP session at the community level.
  • Provide support to the Technical officer-Social entrepreneurship to organize business training for the P-CSBA. 
  • Provide support to TC-Training and QoC, Field Trainer to organize periodic skill lab session and on the job training to the P-CSBA.
Responsibility # 2: Facilitate Quality Improvement (QI) process of the technical, non-technical training and service quality of the P-CSBA.25%
  • Provide technical support in designing the overall Quality Improvement (QI) strategies and activities for the project.
  • Work closely with TC-Training and QoC to contribute in developing QI tools and guidelines.
  • In coordination with TC-Training and QoC and Upazila team, support the introduction and scaling up of different QI tools at the P-CSBA.
  • Support the development of the Quality improvement team at the district and Upazila level along with MOHFW personnel and facilitate its activities in the assigned upazila/district.
  • Support the implementation of Maternal and newborn death review (MPDA) in the upazila and district with particular focus on the utilization of data to fill performance gaps in MNCH services.
  • Provide technical assistance to introducing and scaling up supportive supervision to the P-CSBA.
  • Provide active support to civil surgeons, DDFP, RMOs, UHFPOs, MOs, and other QI implementers in the implementation of QI approaches including performance gap analysis and applying corrective interventions.
  • Work closely with OGSB and other organization to share the developed QI tools and its lesson learned for wider scale up.
  • Provide technical support in the development, field testing and revision of performance standards and QI indicators for P-CSBA services.
  • Develop different checklists to monitor the quality of trainings, trainers and different project activities.
  • Support district and upazila team to strengthen an effective and supportive supervision system for the P-CSBA by government system as well as by the project staffs.
Responsibility # 3: Ensure effective coordination and networking with MOHFW, DGFP, DGHS, different NGOs, UN agencies, DPs and other stakeholders.20%
  • Maintain close liaison with MOH&FW and directorate’s level, professional organizations; OGSB, BPA, BNF and national institutes; BNC and national projects/ programs like RCHCIB.
  • Provide support to Coordinator-HSS in organizing different national level meeting, workshop such as Technical advisory meeting, learning reflection workshop etc.
  • Identify and develop win-win collaboration with UN/NGOs/others working in maternal and neonatal health programs at national level to bring more synergistic effect to the project.
  • Closely working with Health Economics Unit of MOHFW to share CARE-GSK QI experiences and thus contribute in developing national QI strategy.
  • Represent CARE-GSK CHW Initiative in different national forums to share the learning and best practices of the Public private Partnership Approach of CARE Bangladesh.
Responsibility # 4: Facilitate capacity building activities for Community Health Worker (CHW), CmSS, Union Parishad and MOHFW Managers, Supervisor and the project staff.15%
  • Develop TOR, facilitate procurement, selection process and finalizing the contract with appropriate training institute to conduct 5 (five) days long training for CHW.
  • Coordinate with CCSDP unit of DGFP to organize TOT and training on family planning method for CHW.
  • Provide support to TC-Training and QoC, Field Trainer to organize quarterly refresher training for CHW.
  • Work in a team with TC-Training and QoC, Field Trainer to review and finalize different training module for CmSS, UP and MOHFW.
  • Facilitate a continuous process to identify capacity development needs of the project and GoB technical staffs for delivering quality implementation and services.
  • S/he will work closely with district level MOHFW managers to identify the training need of the facility level MNCH service providers and link with national training program.
  • Coaching, mentoring and counseling to the staff on conflict resolutions, motivation, communication and facilitation skills.
  • Prepare and distribute standard training materials to all program areas.
Responsibility # 5: Documentation and report writing.10%
  • Contribute to writing regular progress reports (quarterly and annually).
  • Track QI activities within project to produce monthly program updates on progress of district implementation of QI activities.
  • Undertake regular field visit in project area and compile field visit findings in proper format and forms.  Provide immediate action for urgent issues. Analyze the findings and provide feedback.
  • Contribute to organizing technical training events in Dhaka and at the district/s of assignment as needed.
  • Participate in preparing multi years project planning, Annual Operation Plan, Annual project budget, attending monthly project coordination meeting, and budget revision.
  • Ensure timely procurement request and ensure supply of training materials for effective implementation of the training activities.
  • Perform other activities assigned by supervisor.
III.          Reporting to:
Program Manager - Capacity Building and Quality Improvement will report to Coordinator - Health System Strengthening.
IV.          Working Condition:
Program Manager-Capacity Building and Quality Improvement is based at CBHQ, with 60% field travel.
  • Qualification:
  • Bachelor in Medical Science or in the relevant field. Masters in Public Health will be given preference.
  • 5 to 6 years working experience in SRMH, RH, child health program especially capacity building and quality improvement issues.
  • Proven skills/experiences working with GoB Health & FP managers are desirable.
  • Strong skill in designing TNA tools, developing different modules and guideline for training/orientation.
  • Conceptual and technical skills on C-SBA and community health programming.
  • Good understanding of MOHFW policy, structure, and system and an ability to negotiate on different levels.
  • Have understanding about Community Clinic and its management structure, local government structure as well as community/social networking system in Bangladesh.
  • Has understanding about public private partnership and communities’ role in the health systems.
  • Has considerable experience in networking at national level, ability to adopt appropriate strategy in liaising with GOB and development agencies, donors etc.

Compensation
Monthly gross salary is Taka 86,185 plus other admissible benefits as per CARE policy.
