Project Summary:
Safe Motherhood Promotion Program (SMPP II) is a project under Ministry of Health & Family Welfare starts from 2006 and now runs in her second phase till June 2016. Main purpose of the project is "To improve Health status of pregnant and post-partum women and neonates". There are three key strategies of the project namely, a) Public Private partnership, b) Capacity development of the MOHFW system, c) Community Empowerment. Project Coordinator-Community Mobilization (MoHFW) will work as resource person to lead and support operationalize the scaling up and replication processes of Community Support System (CmSS) and External Facilitation model through existing GoB health system by countrywide Community Clinic (CC) networks, SMPP II, CARE-GSK CHW Initiative, Smiling Sun Clinic networks and different CARE Health Program.
Position Title, Location & Contract Duration:
Project Coordinator - Community Mobilization (MoHFW) for Safe Motherhood Promotion Program (SMPP II) (01 Position, based atCARE Bangladesh Headquarters). The duration of the proposed contract is up to March 31, 2016.
I.             Job Summary:  
Project Coordinator - Community Mobilization (MoHFW) will work as resource person to lead and support operationalizing the scaling up and replication processes of Community Support System (CmSS) model through GoB countrywide Community Clinic networks, SMPP II, CARE-GSK CHW Initiative, Smiling Sun Clinic networks and different CARE Health Program. S/he will be housed in Health Ministry and work closely with GoB relevant counterparts and enable them to plan, implement, monitoring evaluation of Community Groups & Community Support Group activities. The incumbent will negotiate and buy in the CmSS concept to the Development Partner (DP) and NGOs, who are interested to support Community Clinic Project. S/he will adjust and re adjust the CmSS model as per need and demand for different context through facilitating regular learning and reflections exercise involving MoH and other implementing partners. S/he will also be responsible for providing strategic supports to SMPP II, CARE-GSK CHW Initiative, USAID funded NHSDP and other relevant CARE projects in designing strategies, tools, formats and guidelines on community mobilization and CmSS. In addition, S/he will support respective project team to develop different capacity building training module carry out operational guideline for the field implementation team on CmSS. Furthermore, Project Coordinator - Community Mobilization (MoHFW) will support the Program Manager-Community Mobilization, Monitoring & Evaluation of Community Clinic Project, different NGOs, SMPP II, CARE-GSK CHW Initiative field staff to operationalize the quality assurance tools/formats for assessing the effectiveness of different community capacity building activities. Moreover, S/he will assist Community Mobilization Advisor of NHSDP to plan, implement and evaluate community mobilization/CmSS strategies that would increase the uptake of NHSDP interventions by the target populations especially by poor. S/he will responsible for capacity building of the MOHFW staff in integrating and monitoring CG/ CmSS indicators/measurements in GoB existing MIS system through identifying current practice and gaps.  S/he will provide required support for effective implementation of revised MIS by community clinic project official, DGHS, DGFP, implementing agencies, development partners and relevant stakeholders. S/he will responsible for developing and maintaining purposeful professional relation with MOH&FW, DGHS, DGFP, national institutes and national projects/ programs like RCHCIB for mobilizing their support in SMPP II and different CARE health program. S/he will represent SMPP II and different health program of CARE in different national forums to share CmSS concept, current experiences and progress of scaling up/replication strategies. Finally, Project Coordinator - Community Mobilization (MoHFW) will also support Coordinator-HSS in organizing, facilitating lesson learn workshop, documenting the learning's and preparing report to share with wider audience at national level.
II.           Responsibilities and Tasks:  
Responsibility # 1: Designing and implementing strategies, tools, formats and guidelines on community mobilization and CmSS for MoHFW and SMPP II and other health program of CARE Bangladesh.20%
  • Provide strategic supports and hands on technical assistances to MoHFW and relevant health project of CARE Bangladesh, such as Social Capital Study of SMPP II, SMPP impact study, CARE-GSK CHW Initiative, NHSDP in developing and implementing community mobilization strategies and implementation plan.
  • Support respective MoHFW and project team in operating and scaling up district core team strategy of CmSS within and outside the project in an appropriate manner.
  • Provide assistance to MoHFW, CARE-GSK CHW Initiative and NHSDP and other team to carry out operational guideline for the field implementation team on CmSS.
  • Develop tools, quality assurance checklist/formats and guideline on CmSS and community mobilization for the Social Capital Study, Impact study of Community Clinic project, SMPP II CARE-GSK CHW Initiative and NHSDP project.
Responsibility # 2: Developing different capacity building training module and facilitate capacity building activities for MoHFW, SMPP II, CARE-GSK CHW Initiative, NHSDP and Community Clinic Project.20%
  • Study on different community adaptive mechanisms for developing capacity building module as per project specific interventions.
  • Work with project team/consultants to develop capacity building training methodologies and guidelines for different target beneficiaries of the projects.
  • Facilitate the TOT on developed capacity building training modules and ensure quality training on CmSS and community mobilization approaches.
  • Provide regular technical assistance to the field teams and managers with feedback to identify gaps and further improvements for the community mobilization/CmSS interventions of SMPP II, CARE-GSK CHW Initiative, NHSDP and other implementing NGOs.
Responsibility # 3: Support in quality assurance of CmSS and community mobilization interventions of SMPP II, implementing NGOs for community clinic project and NHSDP.20%
  • Work closely with the Program Manager-Community Mobilization and Monitoring & Evaluation of Community Clinic Project to develop a quality assurance checklist/format to evaluate CmSS strategies that ensure ownership of local community, local government bodies and other stakeholders at different level.
  • Work closely with Program Manager-M&E of CCP, Director-MIS of DGHS and other professionals to monitor the OP indicators for CG and CSG activities regularly and provide needful feedback to respective districts.
  • Facilitate appropriate process to collect and analyze those indicators at DGHS and DGFP for decision making.
  • Ensure effective implementation of developed quality assurance checklist/format through coaching and mentoring of concern personnel of implementing NGOs of community clinic project.
  • Support to field implementation team of SMPP II to operationalize the quality assurance tools/formats for assessing the effectiveness of different community mobilization activities of SMPP II and help them to adjust the developed plan. 
  • Work closely with the Program Manager-CARE-GSK CHWI, Community Mobilization Advisor of NHSDP to plan, implement and evaluate community mobilization/CmSS strategies that would increase the uptake of services by the target populations especially by poor.
Responsibility # 4: Assist Coordinator - Health System Strengthening and other colleagues in facilitating lessons learning initiative around CmSS and community mobilization activities of SMPP II for evidence based advocacy.20%
  • Developing best practices, case studies guidelines to generate resources for evidence-based advocacy.
  • Provide strategic and technical support to field staffs of CARE especially in the area of community mobilization, facilitation of participatory tools and process, capturing and documenting lessons and best practices.
  • Frequently field visit at Narsingdi, Satkhira and Jessore to observe the community mobilization activities and organize lesson learn workshop with field staff to extract best practices.
  • Take lead to organize lesson learn workshop at national level to share best practices with wider stakeholders for scaling up through using existing forums like HLP, Community Clinic Coordination meeting etc.
  • Prepare and share quarterly, special and annual reports of SMPP-II to Coordinator-HSS.
  • Facilitate process documentation of country wide replication of CmSS model through government structure.
Responsibility # 5: Represent and ensure effective coordination with MOHFW, DGFP, DGHS, different NGOs, UN agencies, DPs and other stakeholders supporting CG capacity building/community participation activities of CC initiatives.20%
  • Maintain close liaison with MOH&FW and directorate’s level, national institutes and national projects/ programs like RCHCIB.
  • Represent SMPP II and different health program of CARE in different national forums to share CmSS concept, current experiences of different health program and progress of scaling up/replication strategies.
  •  Support community clinic officials to develop comprehensive and coordinated operational plan for community group training and community support group development activities.
  • Support CCP for effective organization of quarterly coordination meeting with the participation of NGOs, UN agencies, DPs and other stakeholders.
  • Support CCP for documenting best practices around CG/CSG activities and publish periodic newsletter on it. 
  • Perform other activities assigned by supervisor.
III.          Reporting to:
Project Coordinator - Community Mobilization (MoHFW) will report to the Coordinator - HSS.
IV.          Working Condition:
S/he will be based in Community Clinic project Office at Mohakhali, Dhaka. However, s/he will be worked from CBHQ as per organizational need. S/he has to travel about 40 - 60% of his/her time to field to carry out activities, facilitate training/orientations, networking with outside organizations and projects.
  • Qualification:
  • Masters' in Public Health / Bachelor in Medical Science or Social Science or some equivalent field.
  • 7 – 8 years field based experiences Reproductive Health, especially Maternal and Newborn Health; experiences on community elements of maternal health will get preferences. 
  • Strong skill in developing different assessment and monitoring tools, documentation of project implementation process, outcomes, lessons learned and outstanding positive and negative project events.
  • Experience in and proven skills to argue and negotiate with evidences and logic, and facilitate win-win collaborations
  • Proven skills for problem solving through consensus building
  • Proven skills/experiences working with GoB Health & FP managers are desirable
  • Proven skills/experiences in coordination, networking and advocacy with MOHFW
  • Strong skill in designing TNA tools, developing different modules and guideline for training/orientation.

Compensation
Monthly gross salary is Taka 119,958 plus other admissible benefits as per CARE policy.
