Facilitation of Training of Trainers on Recovery, Rehabilitation and Reconstruction
Islamic Relief Worldwide (IRW) is an independent humanitarian and development organization. Founded in 1984, with headquarters based in Birmingham, UK, IRW has presence in around 44 countries. Inspired by Islamic values, IRW supports the world’s most vulnerable people in the fight against poverty and sufferings. IRW does this regardless of race, political affiliation, gender or belief, and without expecting anything in return. IRW has been working in Bangladesh as Islamic Relief Bangladesh (IRB) since 1991, when it provided emergency relief and supported communities to rebuild in the wake of a devastating cyclone. Since then, we IRB have expanded programmes to focus on both humanitarian and development challenges. IRB is currently working in 37 districts across Bangladesh.
IRB is implementing a Program titled “Enhancing Climate Change Adaptation and Disaster Resilience in Bangladesh” under multi-sectoral Development Project MSDP). The project is being implemented across 4 districts and 5 upazillas (Sub-district) of Bangladesh. One of the project objectives is to advocate for formulation or revision of necessary laws, rules, policies regarding climate change, disaster risk reduction. The United Nations Office for Disaster Risk Reduction (UNISDR) organized the World Conference on Disaster Risk Reduction in Sendai, Japan from 14-18 March, 2015. Through a round of negotiations, representatives from 187 countries have adopted the Sendai Framework as the first major agreement on the post 2015 development agenda on Disaster Risk Reduction for 2015-2030. Adoption of this new Framework for disaster risk reduction opens a major new chapter in sustainable development as it outlines clear targets and priorities for action which will lead to a substantial reduction of disaster risk and losses in lives, livelihood, health and health.
The Government of the People’s Republic of Bangladesh along with relevant national stakeholders is taking some steps for rehabilitation, and reconstruction but very few in recovery phase. The Sendai Framework for Action emphasizes need for recovery in its Priority no # 4. After the second World Reconstruction Conference in Washington D.C. 10-12 September 2014, the Government of Bangladesh initiated the process of identifying key strategies and action for National Recovery Action Plan. The plan puts emphasis on stronger institutions, enhanced cooperation mechanisms, and efficient resource mobilization so that recovery is resilient, and a means for achieving sustainable development.
Learning events, workshops, and meetings have been so far organized in Dhaka to step up efforts of mainstreaming recovery agenda in government policies and programs. On 9-10 December 2014, a Stakeholders’ Consultation was organized wherein the need to understand and articulate recovery in government programs was expressed. Recently on 25-27 May 2015, a three-day Workshop on Disaster Recovery Planning was also organized wherein participants came up with comprehensive list of strategies and actions to be integrated in the Pre-Disaster Recovery Plan of Bangladesh.
It is widely acknowledged that universities play an important in mainstreaming recovery issues by integrating it in the course curricula, research, and outreach. In this context, it is recognized that universities offering programs on disaster management can be an entry point for mainstreaming recovery issues.
In the above circumstances Islamic Relief, Bangladesh wants to organize a two day Training of Trainers (ToT) on Recovery, Rehabilitation and Reconstruction for academician, university teachers with an aim to mainstream the issue. One of the project objectives is to build capacity of University Teachers on DRR, climate change, recovery, rehabilitation and reconstruction.
About the Training of Trainers (ToT)
The main objective of this two day ToT is to increase knowledge on recovery, rehabilitation and reconstruction of University Teachers/Researchers/Academicians, institutes of having program on disaster management so that they can contribute to mainstream the issues. Duration of the training: Two days
The specific objectives are:
To discuss disaster risk reduction especial emphasize on Recovery, Rehabilitation and Reconstruction issues;
To orient on Sendai Framework of Action (SFA) and legal framework of disaster risk reduction, climate change in Bangladesh;
To orient on national and international network, platform on the recovery issues;
Identification of major opportunities for mainstreaming rehabilitation, reconstruction and recovery;
To prepare a plan for mainstreaming rehabilitation, reconstruction and recovery;
Objectives of assignment
Consultant/consulting firm is expected is expected to develop a training schedule with facilitator’s hand out for the participants.
Based on the Schedule and facilitator’s hand out, the consultant will then facilitate trainings at a suitable venue in Dhaka.
Selection of participants, ensuring of participants and arrangements for the trainings will be made consulting farm or individual consultant.
Following are the expected deliverables
Training schedule for 2 Days;
Hand Out: a) Introduction to rehabilitation, reconstruction and recovery b) Recovery in context to Sendai Framework for Action c) Net work and resources d) Tools and checklists of recovery planning e) Integration of recovery issues in the curriculum f) transfer of learning and action planning etc
Training materials ( presentations, flipchart, VIPP card; if applicable)

Ensuring 40 (Approximately) participants
Report of the training conducted
Duration of the assignment
The assignment should be completed from 26 July 2015 to 7 September 2015.
Report writing: within 3 days after completion of the training.
