Johns Hopkins University in Bangladesh, is seeking qualified and motivated applicants from Bangladeshi nationals in the following positions for its Projahnmo program - a research partnership working for improving maternal, neonatal and child health in Bangladesh. The position offers opportunity to work with faculty from Johns Hopkins University and a group of health researcher and experts.
Name of position: Field Research Officer (FRO)
Duty Station: Any Upazila in Sylhet District
Salary:  375,940.00 (Three lac seventy five thousand nine hundred and forty only) per annum including house rent and conveyance allowance and other admissible benefits. Two festival bonuses (equivalent to one month salary) will be given as per organizational policy.
Benefits: 12% retirement fund contribution by JHU-B will be given as per organizational policy.
Job responsibilities:
1. Effective planning and implementation of program activities in assigned area
  • S/he will assist Study Managers to develop implementation plan, SOP, quality assurance plan, tools
  • Ensure implementation of field activities following study protocol e.g surveillance, case control study, Support team to periodic update of database
  • Maintain regular communication with  Upazila Health Complex officials and UHC team
  • Assist and supervise the field team to develop a referral network with formal and informal community-based health care providers
  • Travel frequently to the working areas and spent at least 70% time observing project implementation and provide capacity building on job coaching to field staffs where needed 
2. Monitoring, Supervision and quality assurance,
  • Supervise daily  activities of field staffs and ensure quality standard of implementation using pre-design tools and observation
  • Prepare field activity reports by weekly, fortnightly, monthly; analysis the report by Community Health Worker/by supervisor and provide necessary guidance to the staff. Prepare case reports for donor reporting.
  • Provide supportive supervision and monitoring of  Project Officers, Community Health Worker and Voluntary Health Workers in her/his assign upazila
  • Monitoring of proper fill up of data forms and tools
3. Staff management and development,
  • The FRO have overall responsibilities of the human resource management that includes performance management of Upazila field office staffs and their professional growth,
  • Identify area of development and strengthening of technical capacities of field staffs,
  • Follow up field staffs performance changes and assist in learning for quality input
  • Conduct performance appraisal annually
  • Organize orientation for new staff at Upazila field office, ensure all field staffs are well oriented on gender and organizational policy and guideline
  • Organize, facilitate and conduct periodic team meetings,  training at local level
4. Coordination and liaise
  • Maintain coordination with UNO, UHFPO, UFPO; and participate monthly NGO coordination meeting at UNO office.
  • Maintain coordination with elected local government (Upazila parishad and union parishad), other local stakeholders and other NGOs at upazila level
  • Coordinate and arrange  field visits for Research Investigators, external visitors, GOB officials
5. Administrative and financial responsibilities
  • The FRO have overall responsibilities to develop short term/long term local budget,
  • Review monthly expenses and supporting documents, reviewing local procurement documents as well as signing and authorization of various payments,
  • Maintain day to day small expenditure , prepare  salary sheets for field staffs ,
  • Prepare monthly expenditures reports
  • FRO have overall responsibilities of the Upazila field office that includes asset management, vehicle /motorcycle management , store management
  • Ensure proper and optimum use of logistics including data forms, generator and motorcycle fuel etc.
6. Others:
  • Participate different meeting, training, seminar, workshop, at Upzila, Union or community level which are related to program activities or organized by Projahnmo
  • Work closely with other Projahnmo research projects
  • Execute any other activities assigned by supervisors  
Educational Requirement:
  • Masters in Social science/Development Studies/any relevant subject. Educational qualification may be relaxed for highly experienced candidate.
Experience Requirement:
  • At least 3 years of experience in project implementation at rural setting.
  • Preference will be given to candidate who has worked in a community-based health research project.
Competency Requirement:
  • Computer skill in MS word, excel and preferably access
  • Familiarity with statistical software (SPSS)will be an added advantage
  • Excellent English language skills
Additional Requirement:
  • Should be willing to accept challenges and  able to handle multiple tasks at a time
  • Should be able to communicate effectively
  • Able to summarize the results or observation;
  • Should have tendency to work in rural settings
  • Must have valid Motor cycle driving license.
