Development country strategy Max Foundation Bangladesh 2016-2020
From start of August up till end of September 2015
Introduction Max Foundation is a Dutch based NGO founded in 2005. Since the start, Max Foundation’s mission is to prevent child mortality in the most effective and efficient way. Following this mission, we already reached over a million people in Bangladesh.
We offer an integrated approach of Water, Sanitation, Hygiene (WASH) and HEALTH interventions, including safe motherhood, nutrition, health services and reproductive health. Since these WASH and HEALTH elements are strongly linked, the effect of integrating them into one program is expected to be greater than managing each part separately. With this program, Max Foundation strives to maximize its impact, saving as many child lives as possible with its limited resources. Our approach is focused on community managed implementation, meaning that local involvement, capacity building and ownership are key words to obtain a sustainable effect.
Our program is innovative in its strong focus on monitoring outputs and outcomes, in its continuous efforts to reduce costs, and in multiplying program subsidies through resource mobilization and local business development.
Max Foundation was founded by Steven and Joke le Poole, following the death of their son Max in 2004. Steven and Joke wanted something positive to come from his death and focused themselves on the prevention of child mortality. Over the last ten years, Max Foundation has grown into a fully-fledged organization with headquarters located in Amsterdam and a local branch in Dhaka responsible for Program Management.
Up till 2016, Max Foundation is implementing a large Max Value for WASH program. For 2016-2020 the strategy needs further refinement. Objective The overall objective of this consultancy is to develop a country strategy paper Max Foundation Bangladesh 2016-2020 for Max Foundation Bangladesh.
Scope of Work The scope of work for the Consultant will include, but is not be limited to:
Review the existing vision and mission of Max Foundation and strengthen (if needed) for Max Foundation Bangladesh context;
Undertake stakeholder mapping and analysis;
Undertake mapping and analysis of prospective program issues and innovations useful for Bangladesh context
Develop country strategy (see elements at deliverables);
Identify strategic objectives and country program focus and key change and result areas;
Develop theory of change;
Propose a strategy for achieving the strategic priorities and key results;
Hold stakeholder meeting(s) to validate the draft strategy paper;
Finalize strategy paper (on time) and submit to Max Foundation
Deliverables The deliverables for this assignment are:
A five-year country strategy paper including (will be finalized at start of assignment)Who we are; (vision, mission, values where we work, (already existing),)
Where we are coming from; (progress, key achievements, lessons etc)
Rights, equity and inclusion analysis
Strategic Objectives and Country Program Focus (objective, action, outcome)
Theory of Change and Achieving our objectives
Human Resource and Organizational Structure
Monitoring and Evaluation
Stakeholder consultations and workshops
All work must be delivered in English. Methodology The findings will inter alia be based on desk review of all relevant Max Foundation project documents. The selected consultant will adopt a consultative and participatory approach. This will include project staff (from Max Foundation Netherland and Bangladesh as well as from its partner organizations) and other relevant stakeholders, sector experts etc.
Timeframe The assignment must be fulfilled between the start of August and the end of September.The consultant will undertake the assignment within a period of two months from the date of signing the contract. Required Profile of consultant The assignment will be fulfilled by one lead consultant, with relevant skills and a good track record in the development sector, working in strategy development. The requirements are:
At least a master’s degree in a relevant field in the area of planning, development studies;
Proven track record of, at least five years, in strategy development at INGO’s
Preferably has expertise on WASH/nutrition/SRHR issues;
Is able to make a critical, balanced and fair observation and analysis;
Must be result-oriented, exhibiting high levels of tact, diplomacy and integrity;
Have the ability to ensure confidentiality;
High level written and oral communications skills in English;
Ability to work with minimal supervision;
Skills in facilitation of stakeholder engagements/workshops.

This assignment shall be undertaken in full consultation with Max Foundation Bangladesh and Netherlands offices
