Business Services Director
Oxfam is looking for a dynamic team player to work with Oxfam in Bangladesh. This is a senior management level position. He /she will be reportable to Country Director. The contract duration is two years initially (Only Bangladeshi national are eligible to apply).
Job Location: Dhaka, Bangladesh
Job purpose: To ensure the business support functions within Oxfam in Bangladesh efficiently and effectively supports the country program.
Roles & Responsibilities:
  • Contribute to strategic leadership of Oxfam in Bangladesh as part of the Country Management Team
  • Support to Country Director by leadership (strategic and operational) of all the business support functions, including: Finance; Administration, Logistics; Information Technology (IT); and External Relations.
  • Provide deputizing role as acting Country Director when necessary.
  • Part of the Business Regional Management Team.
  • Ensure best practices are in place, maintained and updated as needed to meet compliance standards with relevant donor organisations. 
  • Actively practices and support mentoring, succession planning and management development within scope of responsibility and region.
  • Business partnering with high level analysis and advice to Country Management Team on the business support area.
  • Key interlocutor with the Government of Bangladesh.
  • Management of the Operations unit including coaching and developing staff.
  • Actively implement Oxfam GB’s diversity policy in the recruitment and employment of staff.
  • Contributes to collective management at top level with collaborative and matrix ways of working, specifically with field offices.
  • Draw up budgets for all projects and activities, manage spending within budgets, and provide justifications for variances.
  • Support and share key learning through different methods and help to create an environment for innovation.
  • Leadership of business planning and reporting cycle and improvements, including planning, forecasting, budgeting, and financial analysis for the country.
  • Leads on legal and administration of the country.
  • Contribute to emergency responses within the overall regional emergency response plan.
  • Producing and ensuring implementation of support function procedures for the Country.
  • Identify and monitor risks to programme, and take appropriate courses of action.
  • Ensure staff follows security procedures and work with the security focal point to develop guidelines in the event of serious security risk.
  • Actively embodies the centrality of influencing in Oxfam in Bangladesh’s country strategy.
Skills and Competencies:
  • Highly developed analytical and problem solving skills.
  • Proven senior management experience. 
  • In-depth knowledge of specific areas of work with post graduate qualification in the related field of study. MBA would be an advantage.
  • Experience of strategic design, planning and implementation.
  • Proven high level of financial management skills (including anti ttheft and fraud) and high level human resources skills
  • Ability to influence senior managers and peers over a wide range of issues.
  • Ability to develop close working relationships with internal and external stakeholders.
  • Strong communication skills including the ability to deliver complex and technical messages in simple terms.
  • Experience of working in highly complex political environments. Direct experience of Bangladesh is desirable.
  • Behavioral role model for peers and fellow team members.
  • The ability to adapt to different cultures.
  • Must demonstrate commitment and sensitivity to gender issues.
  • Experience of working in insecure environments and of implementing security policies.
