Oxfam is looking for a dynamic team player to work with Oxfam in Bangladesh.This is a senior management level position. He /she will be reportable to Country Director. The contract duration is two years initially (Only Bangladeshi national are eligible to apply). Job Location: Dhaka, Bangladesh Job purpose: To provide strategic management and leadership to the Oxfam in Bangladesh program by ensuring all programs under management are of the highest quality, deliver impact and place gender at the centre of all programs and projects.
Roles & Responsibilities:
Provide deputizing role as acting Country Director when necessary.
Review partner portfolio from time to time to ensure that it reflects the ambition of mutual value addition and impact
Contribute to strategic leadership of Oxfam in Bangladesh as part of the Country Management Team (CMT)
Leadership (strategic and operational) of all the program implementation and delivery functions.
Responsible for all working with the all members of the CMT, regional staff and affiliate staff on program development and design.
Responsible for working with the Funding and Quality Director, regional staff and affiliate staff on ensuring all programs follow CAMSA guidelines and, learning is captured and feedback into the Oxfam in Bangladesh program.
Responsible for working with the Funding and Quality Director and Regional Funding team in securing long-term funding for comprehensive integrated program work in Bangladesh
Management of staff including coaching and developing staff across the program on rights based approaches.
Contributes to collective management at top level with collaborative and matrix ways of working, specifically with regional offices.
Actively implement Oxfam’s diversity policy in the recruitment and employment of staff.
Contributes to collective management at top level with collaborative and matrix ways of working, specifically with field offices.
Manage Oxfam staff, volunteers and consultants/service providers effectively, using corporate systems and ensuring competencies are equal to the programme’s demands.
Draw up budgets for all projects and activities, manage spending within budgets, and provide justifications for variances.
Maintain relationships with donors and lead fundraising from institutional donors and Oxfam affiliates for all Governance programs.
Contribute to multi-country, regional and global program learning, policy development, advocacy, etc.
Where appropriate contribute to global program learning, policy development, advocacy, etc.
Contribute to emergency responses within the overall regional emergency response plan.
Ensure staff follows security procedures and work with the security focal point to develop guidelines in the event of serious security risk.
Support and share key learning through different methods and help to create an environment for innovation.
Skills and Competencies:
In-depth knowledge of specific areas of work with post graduate qualification in the related field of study
Significant senior management experience at country level.
Highly developed analytical and problem solving skills.
Experience of working in highly complex political environments. Direct experience of Bangladesh is desirable.
Proven range of experience in programme development & management.
Sensitive and open to both humanitarian and longer term development approaches.
Experience of tendering, developing and implementing large scale funding.
Experience in developing and integrating advocacy strategies into programmes in highly sensitive political environments.
Behavioral role model for peers and fellow team members.
Demonstrable people and budget management skills.
The ability to adapt to different cultures. Experience of working in Asian cultures desirable.
Must demonstrate commitment and sensitivity to gender issues.
