Technical Advisor - BCC - Bangladesh AHSSA

Plan is recruiting a Finance and Operations Director for an anticipated three-year USAID-funded project in Bangladesh. The Project
Adolescent Health Skills Strengthening Activity (AHSSA) is a USAID funded $6,000,000 project that aims to empower female and male adolescents to advocate for their own needs and desires in order to delay marriage until at least ages 18 and 21, the legal marriage age for girls and boys respectively, and delay first birth until the age of 20 for girls. AHSSA will improve the health and well-being of girls and boys, especially girls as they develop into adults and prepare for motherhood; and ultimately, enable healthier babies to be born to healthier mothers. Job summary The Technical Expert will serve as the project’s full-time technical lead for adolescent reproductive health programming activities with a focus on Behavioral Change Communications (BCC). Level of effort: 36 months Responsibilities: Specific responsibilities include:
Lead technical design, oversight, and monitoring of activities for health BCC activities.
Contribute detailed and accurate technical deliverables and reports to fulfil USAID reporting requirements.
Coordinate technical activities with the USAID donor Bangladesh mission, partners, sub-recipients, government agencies, international and local NGOs, and community organizations.
Ensure the timely and quality completion of program technical deliverables and reports in accordance with USAID guidelines.
Supervise a team and oversee implementation of annual program work and plans.
Liaise and coordinate with other related projects and activities ongoing in Bangladesh, including Plan’s ongoing programs.
Lead the development of annual work plans and contribute to development of performance monitoring plans. Work closely with other project technical experts on all project activities.
Ensure Plan’s Child Protection Policy and Guidelines are adhered to during project implementation
Master’s degree in social communications, public health or a related field; Ph.D, MD or DrPH preferred.
7-8 years’ experience in health sector with at least of 5 years’ experience in similar assignment under health.
Progressively responsible, relevant experience working within the BCC sector in Bangladesh.
Significant experience in relevant program management or technical advisory roles in complex adolescent reproductive health projects in South Asia especially in Bangladesh will be highly preferred.
Proven achievement of behavior change results through well-conceptualized, planned and implemented BCC and community mobilization programs.
Expertise in the adolescent reproductive health field.
Knowledge of community-level challenges impacting adolescent service delivery.
Experience with USAID-funded projects (ideally, in a senior technical position) highly preferred.
Demonstrated knowledge about gender and development, and demonstrated experience and proficiency in managing programs that mainstream gender.
Demonstrated ability to design and implement strategies that employ evidence-based approaches to meet project targets, especially under rigorous timelines.
Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, and international staff.
Proven leadership, inter-personal and cross-cultural skills, and ability to build and motivate diverse teams. Excellent English oral and written communication skills; Strong written and oral skills in Bangla and knowledge of the culture and context of Bangladesh preferred
