BackgroundIOM Dhaka in coordination with government and development/humanitarian partners has started developing a multi-agency framework to comprehensively address the Trafficking-Smuggling and Migration Nexus in Bangladesh in response to the Andaman Sea Crisis. The framework has four key areas of interventions - humanitarian and protection, prosecution, skills development and employment, and migration management -, and it envisages multi-agency collaboration to address these issues through concerted efforts. The framework will be consolidated based on comments from the partners and IOM Dhaka aims to launch it through organizing a national consultation with multi-stakeholders. Once the Framework is launched, IOM Dhaka plans to initiate a multi-agency platform to start translating the Framework into action.
General Functions
Under the direct supervision of the Project Manager (PM) and overall supervision of the Senior Programme Manager (SrPM) of IOM Dhaka, the successful candidate will be responsible for supporting the overall process of consolidating the Framework, organizing the national consultation and initiating the multi-agency platform under the IOM Andaman Sea Crisis Migration Management Project in Bangladesh.
  • Assist the PM in the overall implementation of the project. This includes being responsible for the project’s financial, administrative and technical oversight in line with policies and practices of IOM and donor requirements.
  • Support the PM in coordinating with both government and development/ humanitarian partners, consolidating the Framework based on their inputs and undertaking the mapping of existing/ planned programmes that match the action points of the Framework. 
  • Develop a narrative document that explains the key terms and elements of the Framework in close coordination with the PM and the SrPM.
  • Liaise with key government counterparts and work towards the government’s endorsement for the Framework in close coordination with the PM and the SrPM.
  • Support the organization of the national consultation by coordinating both internally and externally for logistics, administrative and technical arrangements and preparing consultation documents.
  • Support the overall process of initiating a multi-agency platform on the implementation of the Framework. This includes: developing ToRs; coordinating with partners and stakeholders; organizing meetings; and, preparing meeting documents.
  • Provide regular updates on the implementation of the project to relevant units. Assist the PM and SrPM for review and elaboration of interim and final project narrative reports to be submitted to the donor.
  • Design and develop relevant IEC materials including counter trafficking and safe migration in coordination with the PM and relevant units. 
  • Coordinate with media and press on relevant project updates. Prepare press, radio and any other relevant media contents as required.
  • Represent IOM at relevant seminars and meetings in the field of Counter Trafficking and Migrant Assistance as and when required.
  • Identify new project possibilities arising from this project in relation to expressed governmental needs, donors' priorities and in line with the mandates and strategy of IOM and support project development and resource mobilization.
  • Undertake travel duties if required.
  • Perform such other duties as may be assigned.
Education, Experience and Skills:
  • Master’s degree in Social Sciences, International Relations, , Development studies, Management or a related field from an accredited academic institution with at least five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.
  • Experience in the areas of counter trafficking, migration management, humanitarian service delivery, and information management;
  • Excellent drafting and communication skills.
  • Experience in partnership management and donor liaison is an added advantage. Experience in project management, including budget planning and monitoring.
