Summary of role
The Finance and Administration Manager will manage all financial and administration processes for SUDOKKHO, a project implemented by Palladium and funded by DFID and SDC that stimulates the private sector to deliver vocational skills training. In addition, they will provide assistance to Palladium activities in country. The position will manage all financial and accounting processes and provide oversight for recruitment, mobilisation and HR support of short and long-term technical assistance.
Management of the finance and administration team.
Oversee all financial management including forecasting for internal and DFID reports, funds transfer requests, payment approval and documentation and preparing weekly financial reports.
Ensure that all financial transaction are done with integrity and cost effectiveness, and are necessary for the purpose of achieving the programme goals.
Implement and fine-tune financial policies and procedures to ensure effective and proper control of all resources for the successful, timely and on-target delivery of project outputs and milestones, in close collaboration with the Team Leader
Maintain overview of project expenditure against project work plans and budgets, variance analysis.
Manage monthly payroll for Fixed Term Employment (FTE) contracted staff for all Palladium projects in Bangladesh.
Possess a comprehensive knowledge of local regulations regarding taxes, payroll requirements and employment laws.
Oversee due diligence and financial compliance monitoring associated with contracting of and payments to suppliers and sub-contracts.
Support preparation of Value for Money (VfM) calculations for quarterly reports.
Maintain sound professional relations with the project bank, and stay up-to-date with current financial regulations, including tax liabilities to individuals and the programme.
Oversee project procurement, negotiating competitive prices and obtain and review all logistic related invoices from vendors - ensuring adherence with procedures documented in the Project Operations Manual.
Coordinate internal and external programme audits.
Oversee administration and logistics functions including; fleet and security management, inventory of consumables and stationaries, front desk management, fire safety and working conditions, fixed and IT infrastructure management, local and international travel arrangements (visa/work permits, accommodation etc.) of team and external consultants and maintenance of constitutional documents.
Enforce Palladium’s policy of zero tolerance to corruption and fraud and train staff on Palladium Code of Conduct.
Supervise and train office staff on Palladium policies and procedures.
Oversee personnel and HR related matters and actions including recruitment, contracting and contract management.
Ensure that security standards and procedures are in place and followed.
Oversee the organisation of meetings and workshops. Task will include organising venues, facilities, document preparation, catering and security clearances
Establish and ensure that IT systems are in working order and problem solve where necessary.
Provide oversight of all office logistics, including transport, meetings and other events are
Manage programme assets in line with Palladium and DFID requirements.
Other tasks as determined by Team Leader and Programme Manager
Essential Education and Experience required:
A degree in finance, accounting, business administration, CPA, or other recognised professional accounting qualification.
A minimum of five years of progressively responsible experience in financial management, accounting and administration.
Knowledge and understanding of professional accounting principles, theories, practices, and terminology (private sector, governmental, and non-profit) and ability to understand accounting practices and procedures, to analyse data, narrative reports, and workload flow charts.
Knowledge and understanding of professional contracting principles, theories, practices, and terminology (private sector, governmental, and non-profit).
Experience with DFID funded projects preferred.
Proficiency in MS Office (particularly Word and Excel) and strong IT skills
Fluency in English.
Able to communicate effectively, both verbally and in writing, with managers, colleagues, and clients.High computer proficiency, particularly in the Microsoft Office suite and accounting software programmes. Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe. Demonstrated leadership in managing programme operations and ability to work independently. Ability to respond and adapt quickly to changing requirements and competing demands. Professional and mature demeanor and conduct, especially during interactions with the client and its constituents.
