  • The primary objective of ACME is to develop and implement M&E systems that will enable USAID to effectively use performance information in decision making and fulfill its performance monitoring, evaluation, reporting and information dissemination requirements. The development hypothesis is that if ACME accurately monitors and evaluates the results of Development Objective DO 2 and DO 4, then USAID/Bangladesh will be able to effectively use evidence-based performance information in decision making to improve Bangladesh's food security and responsiveness to climate change projects. Among other responsibilities, ACME conducts performance evaluations of DO 2 and DO4 projects in the middle and the end of their lifetimes. IBTCI is seeking a Global Climate Change Specialist for an evaluation of the Climate-Resilient Ecosystems and Livelihoods (CREL) project to be conducted under this contract.

  • Position Summary: The Global Climate Change Specialist will work with an evaluation team led by an international evaluation specialist as well as a subject matter expert. S/he will be a seasoned evaluation expert having similar working experience with USAID projects in Bangladesh.
  • At least five years of experience or a Bachelors Degree with ten tears of directly related experience, plus a majority of the following skills:
  • Livelihoods development, particularly market driven livelihood approaches and private sector engagement associated with agriculture/fisheries and non-agricultural livelihood activities.
  • Policy development and reform associated with natural resources management (e.g., land tenure, wetland leasing, and community revenue sharing) and agriculture.
  • Environmental governance, particularly co-management or community-based natural resources management (CBNRM).
  • Sustainability of conservation and development projects, including institutional, policy and financial approaches such as government/community co-management and revenue sharing, endowment funds, fees for environmental services, and private sector partnerships.
  • Human and institutional capacity development design and evaluation.
  • Extensive work in South Asia working with national and local governments.
